Task Description
Register the skimmed dataset into the DDM system: define the dataset, register it (most likely in the local SE).
A skimmed dataset should be considered complete by definition. The skim is a cut done in a well defined point in time on some data. If the data changes we have a different skim.

Question:Jerry: There seems to be an explicit assumption that the skimmed datatset will always be registered into the DDM system. I think this should be optional and there should also be some verification checks performed on the skimmed dataset before it is registered. I agree with this -rwg.
