Install and setup Panda client

• Following https://twiki.cern.ch/twiki/bin/view/Atlas/PandaAthena and links therein, and https://twiki.cern.ch/twiki/bin/view/Atlas/PandaTools#Installation.
• cd ~/pathena
• wget https://twiki.cern.ch/twiki/pub/Atlas/PandaTools/panda-client-0.1.30.tar.gz
• tar xvfz panda-client-*
• cd panda-client-0.1.30
• Setting up from a kit; use the cmt requirements file that comes with the list.
